Over the past 15-20 years, the EOC nurses' and nurse practitioners' approach to patient care has evolved significantly.

From relationship-based care (CBR), in which the nurse establishes a relationship with the patient and involves the patient, together with his or her family members, to determine the plan of care, the Nursing Area is striving to develop a new model of care: the Professional Practice Model (PPM).

Organization of the Nursing Area

The board consists of the Head of Nursing and the heads of the nursing service of the different EOC Locations/Institutes/Clinics. The board is responsible for defining the strategy and projects in nursing and their implementation, fostering uniformity and transversality in the organization. Issues related to professional practice and the development of shared clinical governance, education and research are addressed within the gremio. The board promotes continuous quality improvement in nursing performance and decides on priorities for action. The Area Chief of Nursing is supported by the Deputy Area Chief and a motivated group of direct staff divided among three Centers of Expertise:

Clinical nursing development

The Center of Competence (CoC) Clinical Development is responsible for:

  • Enhance theessence of nursing care.
  • Promote evidence-based practice and critical thinking.


It acts in a variety of contexts, including analyzing areas for improvement in bedside nursing care, with a view to intervening on any critical issues detected, with the ultimate goal of analyzing the reality of the EOC in order to consistently support the development of the future Professional Practice Model (PPM) for the Nursing Area. Indeed, the challenge is to define and adopt a model that is applicable in the specific context, in line with the clinical and organizational aspects of the EOC.

The CoC is in charge of defining and promoting the use of the Nursing Area's key indicators for clinical-management governance and making their outcomes visible, also thanks to the close collaboration with the Board of Clinical Experts II (ECII), which ensures the local application of the strategies referred to clinical practice developed by the Nursing Area.

The CoC maintains oversight over the theoretical model of nursing documentation in use at the EOC, ensuring its adaptability and consistency with respect to changes in the context, evolving processes and philosophy of care. It works closely with the Nursing Research CoC to promote evidence-based professional practice and critical thinking.

The Nursing Clinical Coordination Committee (CCCI) is also a supportive element for the CoC Clinical Development, a fundamental source of information, requests and guidance from the different operational realities. It is coordinated by the head of the Clinical Development Competence Center and consists of the clinical expert nurses II from the different hospitals, representatives from other services and the Medical Area EOC.

The multidisciplinary nature of the group ensures a structured communication flow from the CCCI to the departments and vice versa allowing a direct, bi-directional link between the care provided at the patient's bedside and institutional strategies.

Conducting support

The Leading Support Competence Center provides advice and support to the Area Chief of Nursing on business management and controlling.

The Center Manager provides the necessary elements foranalysis aimed at defining, planning and managing the objectives of the Nursing Area. He/she proposes intervention strategies for the implementation of projects and brings solutions to problems or critical issues that may intervene in their implementation.

In the area of data management and analysis, the Center collects, identifies, and analyzes key indicators useful for monitoring the performance of the Nursing Service and verifying that results are in line with forecasts. It provides periodic reports and statistics useful for leadership and long-term strategic planning. In terms of data, it captures the organization's present and prospective future needs, ensuring their reliability.

In addition to providing operational and methodological support in the definition and management of corporate projects, the Center deals with the economic and financial aspects related to the Nursing Service. It is entrusted withresponsibility for the nursing performance tracking and management system and the leadership of the local data analyst board.

Nursing research

The Center of Competence (CoC) in Nursing Research aims to promote the development of professional knowledge and, through this, contribute to improving the quality and safety of care delivered to the patient. The CoC promotes the development and updating of knowledge in every area of nursing care, based on the best available evidence in the literature.

It also helps to promote among nurses a scientifically-based professional approach to nursing and care problems. To this end, it develops, plans and implements periodic educational courses on the purpose, methodology of nursing research and the use of critical/reflective thinking. It also supports colleagues through consultations - upon request - on research methodology, the use of evidence and for any cultural productions (abstracts, posters, scientific articles).

Directly designs and carries out research in the professional field, including participating in national and international networks. To carry out these activities effectively, an internal coordination within the EOC, called CooRI, has been established, bringing together all those directly involved in nursing scientific research, within the Offices of Nursing Development and Research present in the different EOC entities. The CooRI collaborates closely with the other centers of expertise in the Nursing Area and in particular with colleagues in clinical governance.
